The Emergency Management Director in Lexington, Kentucky, Pat Dugger, says he feels all new homes in his area should be built with tornado shelters. In a report by WEKU radio, Dugger adds that every home should also have a weather radio to automatically alert during dangerous weather condtions. The spring of 2012 was devastating to Kentucky which has the highest tornado death rate of any state this year at 22. Dugger says that many homes in Lexington have no good access to substantial tornado protection and changing that is a dream of his.
